Position: Senior Doctor
Department: Medical Center
Position reports to: Dean of Student Affairs
Senior Doctor of the Medical Center of KIMEP University (hereinafter – the Doctor)
- Общие положения
1.1. A Doctor at the University Medical Center shall be categorized as a specialist and shall be hired in accordance with the Labor Code of the Republic of Kazakhstan.
1.2. The Doctor reports directly to the authorized university official.
1.3. The position is open to individuals with a higher medical education and a specialist certificate in the relevant specialization.
1.4. In his/her work, the Doctor shall be governed by the healthcare legislation of the Republic of Kazakhstan, the university's internal regulations, and this job description.
- Designation and the main role of the Doctor in the University
The Doctor shall ensure the provision of accessible, timely, and safe medical care on campus to students, employees, dependents of foreign faculty and staff, and visitors to the University. The Doctor shall perform these duties within the University's on-campus medical facilities. In addition, the Doctor shall carry out functions related to preventive healthcare, health education, and coordination of medical support for campus life.
- Job duties
3.1. Medical care
- Provide emergency, urgent, and primary healthcare. The Doctor will be on call 24/7 to respond to foreign faculty and staff, and their dependents, emergencies and accompany said individuals in an emergency, and be compensated for this work.
- Conduct medical evaluation and provide first aid or primary care within the University's on-campus medical facilities. In cases requiring specialized or inpatient treatment, promptly refer the patient to an appropriate external medical institution and, where necessary, call emergency medical services.
- Coordinate on-campus monitoring of individuals identified as contacts in cases of suspected or confirmed infectious disease outbreaks within the University. Provide medical assessment within the campus medical facility, ensure proper documentation, and refer cases to relevant public health or external medical institutions in accordance with applicable regulations. Determine patient management tactics and an examination plan.
- Conduct examinations, collect anamnesis, and recommend necessary laboratory and instrumental tests.
- Establish or confirm a diagnosis based on clinical data.
- Prescribe and monitor treatment, adjust it if necessary, and implement diagnostic, therapeutic, and preventive measures.
- Inform patients about treatment methods and the medical devices/medications used.
- Provide medical consultations and recommendations within the scope of on-campus services and during established working hours. When medical care beyond the scope of on-campus services is required, foreign employees and dependents of foreign faculty and staff shall be referred to their designated insurance clinics or external healthcare providers in accordance with their insurance coverage.
- Provide initial guidance regarding the use of medical insurance, including, where necessary, assistance with the first referral or appointment. Further communication with insurance providers and external medical institutions, as well as compliance with prescribed treatment plans, shall remain the responsibility of the insured individual.
3.2. Controlling and organizing the medical process
- Oversee the implementation of procedures by nurses and junior medical personnel.
- Ensures the appropriate operation of medical equipment and devices.
- Responsible for the safety and rational use of medications, equipment, material and technical resources (serving as financially responsible person).
- Plan the operations of the Medical Center and analyze the effectiveness of the center's medical activities in providing medical care to employees, insured family members of foreign employees, and students.
- Interact with government agencies, insurance companies, and medical institutions within the scope of professional competence and assigned duties, and in coordination with the University administration.
- Verify medical certificates and sick leave certificates provided by students and University employees.
- Submit monthly reports to the immediate supervisor (or upon request). Carry out other orders and instructions of the immediate supervisor.
- Promptly inform University management and take action in case of occurrence of conditions that violate sanitary standards and pose a threat to the University's operations, its employees, students, and visitors.
- Maintain professional communication with insurance companies on matters related to the provision of medical services to insured employees and eligible family members, within the scope of on-campus medical services and assigned duties. Other duties as set by the immediate supervisor.
3.3. Documentation
- Maintain and keep the timely medical records and reporting in accordance with the requirements of the legislation of the Republic of Kazakhstan.
- Prepare sick leave certificates, medical certificates, and other documents within the scope of own competence.
- Oversee the maintenance of the University Medical Center database (employee and student files, timely provision of X-rays).
3.4. Preventive and educational work
- Organize and conduct health education events for students, faculty and staff.
- Promote a healthy lifestyle and participate in university prevention-aimed programs and lectures.
- Interact with other university units on health and safety issues.
3.5. Observing the norms and requirements
- Comply with medical ethics and internal regulations.
- Ensure the appropriate sanitary and epidemiological conditions and on-site sanitation.
- Comply with anti-corruption legislation and take measures to prevent corruption.
- Undergo professional development in accordance with the requirements of the legislation of the Republic of Kazakhstan.
4. The Senior Doctor should be proficient in the following:
- The Constitution of the Republic of Kazakhstan, the Labor Code of the Republic of Kazakhstan, the Code "On Public Health and the Healthcare System," the Code of Administrative Violations of the Republic of Kazakhstan, the Law "On Counteracting Corruption," and the Law "On Languages."
- Advanced command of English and Russian languages to facilitate professional communication, document maintenance and cross-cultural collaboration.
- Fire Safety Rules (Order # 55 of the Ministry of Emergency Situations of the Republic of Kazakhstan as of February 21, 2022).
- Ways to organize the operations of medical organizations.
- Methods of clinical, instrumental, and laboratory diagnostics.
- Fundamentals of emergency and primary health care.
- Provision of medications and principles of rational prescribing.
- Standards for labor protection, sanitation, and epidemiological regime.
- International and domestic classification of diseases.
- Fundamentals of temporary disability assessment.
- Fundamentals of health insurance.
- Statistical health indicators and analysis methods.
- Minimum qualification requirements
- The higher medical education in the “Healthcare” area.
- Post-graduate training (internship / residency) with the appropriate specialization.
- The valid certificate of a practicing medical professional.
- Advanced command of English and Russian languages.
